幼稚園及幼兒中心學費減免計劃 Kindergarten and Child Care Centre Fee Remission Scheme

  • 「幼稚園及幼兒中心學費減免計劃」是以學費減免的方式為有需要的家庭提供資助,以減輕家長為子女提供學前教育的經濟負擔。
  • 在2021/22學年入讀幼稚園教育計劃(下稱「幼稚園計劃」)下本地非牟利幼稚園/幼稚園暨幼兒中心(以下合稱為「幼稚園」)幼兒班(K1)、低班(K2)或高班(K3)的學童,其家長可透過該計劃獲得學費資助。如幼稚園在2021/22學年退出幼稚園計劃,在2021/22學年前入讀、並繼續在該幼稚園就讀合資格班級(即2021/22學年合資格的幼稚園低班(K2)及幼稚園高班(K3),及2022/23學年合資格的K3班級)的合資格學生可繼續合乎資格申請學前學生資助,直至所有合資格班級完結或他們離開這些幼稚園為止(二者以較早者為準),故此,如經濟上有需要,他們可申請學前學生資助)。
  • 在幼稚園計劃政府資助下,若其家庭因經濟需要欲申請學費減免,家長可另向學生資助處(下稱「學資處」)申請「幼稚園及幼兒中心學費減免計劃」(下稱「學費減免計劃」)。「學費減免計劃」亦適用於接受幼兒中心全日制服務的兒童。
  • 接受全日制幼兒中心服務的兒童(即0至2歲及2至3歲組別),其家庭除須通過入息審查外,亦須在同一段審核期內通過「社會需要」審查,才可獲得資助。如有需要,可下載幼稚園及幼兒中心學費減免「社會需要」審查表格 (只適用於0至3歲幼兒中心/幼稚園暨幼兒中心組別全日班學費減免的申請) (SFO 235)

  • Kindergarten and Child Care Centre Fee Remission Scheme (KCFRS) provides needy families with financial assistance in the form of fee remission for the children to receive pre-primary education.
  • In the 2021/22 school year, parents of children attending nursery (K1), lower (K2) and upper (K3) classes in local non-profit-making kindergartens / kindergarten-cum-child care centres (hereafter collectively referred as kindergartens) under the kindergarten education scheme (hereafter referred as KG scheme) may receive fee subsidy. If the kindergarten is going to withdraw from the KG scheme in the 2021/22 school year, those students admitted before the 2021/22 school year and remaining in the eligible classes in that kindergarten (referring to eligible lower kindergarten (K2) and upper kindergarten (K3) classes in the 2021/22 school year and eligible K3 classes in the 2022/23 school year) will continue to be eligible for applying financial assistance for pre-primary students until the end of operation of all eligible classes or they leave the kindergarten (whichever is the earlier). Hence, children of needy families may also apply for financial assistance for pre-primary students.
  • Kindergarten children of needy families who require financial assistance on top of the government subsidy under the KG scheme may apply to the Student Finance Office (SFO) for fee remission under the KCFRS. In addition, financial assistance to children who are receiving whole-day child care services in child care centres will also be provided under the KCFRS.
  • Applicants with children receiving whole-day child care services (i.e. groups aged 0 to 2 and 2 to 3) must pass the means test and the “social needs” test within the same assessment period in order to qualify themselves for the fee remission. You may download “Social Needs” Assessment Form for Kindergarten and Child Care Centre Fee Remission (only applicable to whole-day fee remission application from children aged between 0 and 3 attending child care centre or kindergarten-cum-child care centre) (SFO 235A), if required.
  • The SFO has introduced the family-based “Household Application for Student Financial Assistance Schemes” to facilitate families with children attending primary and secondary school(s) or kindergarten(s) / child care centre(s) to apply for student financial assistance.
